U.s. agricultural policy aims to keep farming a profitable occupation?

We hope so but there have been so many interferences by government to pay for not growing while many are starving all over the world. Now we have ethanol plants in the corn and grain growing areas which are converting grains to bio fuels, raising the price of bread sky high and not even making a dent in solving our fuel needs.Unfortunately, the farmer is a captive of the weather as well as the seed supplier and the tractor dealer. Weather is good, crops are bountiful,prices are soft and farmer doesn't profit. Weather is bad, crops are bad, production is low and income doesn't cover costs.
