City colleges to apply to?

Kinda behind on the college search. Lookin at Pittsburgh (hometown, mostly Pitt), NYC and San Fran currently but would like to know other cities with a cool cultural vibe. Preferably cities away from mountains, warm coasts or any other places “extreme sports” tools tend to congregate. Wouldn’t mind college towns as long as there was other stuff to do than go to frat parties every weekend. Basically a chill school to smoke and drink but also with a diverse nightlife such as a cool music scene or whatever. Also, top dog schools in the area so you don’t have to be friends with someone in such a school to get into house parties.
