I hate to be this person, but I need guy advice.?

well he obviously has feelings for you if he goes out of his way to see you. He may not make the plans because he isnt that type of person and guys like girls who have ideas on their own so usually its a good thing aslong as you dont seem needy... but if he says he just wants to be friends then he isnt ready for a commitment and you shouldnt get involved with someone who isnt 100 percent devoted to you
