Can any certified Ford mechanics help me with this question?

I need to know where to connect the white wire (with a wierd looking connector) that run next to hot wire and leads to the starter. I have a 1997 Ford Taurus 3.0L DOHC 24 valve V-TECH engine. I replaced the starter a few days ago and can not get the car to start. Their seems to be no power drainage from the battery when I turn the lights on and start the car. Your help would be much appreciated. Thank you in advance.
